10.36 STANDING ORDERS AND FINANCIAL REGULATIONS.
(a) The motion ‘That the council should adopt new Standing Orders based on the National Association of Local Councils’ Model Standing Orders for Local Councils, 2010’ has been moved and stands adjourned for further discussion. Papers previously circulated.
(b) The motion ‘That the council should adopt new Financial Regulations based on the NALC Model 2 (England)’ has been moved and stands adjourned for further discussion. Papers previously circulated.

10.37 PLANNING
(a) To consider planning applications WD/2010/0225/FR and WD/2010/0226/LBR: Providence Cottage, Coldharbour Road, Upper Dicker, nr. Hailsham BN27 3QE. Part retrospective application for the demoliyion of brick boundary wall and its replacement with a similar boundary wall. Amended plans show buttressing to new wall to match that on the original, now demolished wall. Drawing No. SK1 rev A date Stamped 2 March 2010.
(b) To consider planning application WD/2010/0474/FE. St Bede’s School, the Wise Coach Depot, The Dicker, nr. Hailsham BN27 3QH. Renewal of planning permission WD/2008/2137/FR for the use of the former Wise Coach Depot for car parking, maintenance and associated security lighting.
(c) To consider planning application WD/2010/0393/FE. Nos 1 and 2 Hydegate Cottages, Arlington Road, Hailsham. Renewal of planning consent reference WD/2006/2785 for the replacement of 2 no. semi-detached cottages with 1 no. detached dwelling house with garage, new vehicular access and drainage system.
(d) To note listed building consent granted by WDC: WD/2009/2032/LB. Endlewick House, Wilbees Road, Arlington BN26 6RU. To install secondary glazing to the rooms upstairts with a hardwood frame, aluminium profile and mullions to suit existing windows so that no additional profice can be seen when viewed from the outside.
10.38 FINANCE
(a) To approve a bank reconciliation for the period ending 28 February 2010 – attached, with appropriate pages from the Cash Book.
(b) To approve accounts for payment – list attached. .
10.39 LARAC BUSINESS
(a) Upper Dicker Play Project: to select a quotation for preliminary approval, from a choice of three brought forward by LARAC (electronic circulation)
(b) Rents and charges. Cllr Goodchild will move: ‘That the council should request LARAC to review the rents and charges payable for the use of the allotments and cricket pitch, and to bring forward recommendations’.
10.40 ANNUAL PARISH MEETING To consider arrangements for the Annual Parish Meeting, to be held on Thursday 15th April at 7.00 pm in Upper Dicker Village Hall.
10.41 LDF: COMMUNITY FACILITIES LIST To consider the council’s responses to the list of ‘Key Questions’. Documents previously circulated electronically.
10.43 ST BEDE’S SPORTS PITCHES Cllr Goodchild will move: ‘That the council should consider and note the list of Planning Conditions dated 5th March 2010 proposed by the Dicker Residents’ Association to be embodied within a s.106 Agreement between WDC and St Bede’s School, covering any change of use of the School’s land holdings to the east and north of Michelham Priory Road, not covered by any existing Agreement.’ Papers attached.

(a) East Sussex Rural Forum, 8th March 2010 – Cllr McCutchan to report
(b) Community Led (=Parish) Plans, Database Training, 11th March 2010 – the Clerk to report.
(c) East Sussex Fire and Rescue, Rural Cover Review, stakeholder Forum, 14th May - to appoint a representative.
10.45 ITEMS OF INFORMATION For noting or inclusion on a future agenda:
10.46 Date of next meeting: a short Extraordinary Meeting of APC will be held on 15th April 2010 in Upper Dicker Village Hall, immediately after the Annual Parish Meeting.
NOTES: Two new items are to appear on the Agendas for every council meeting, as follows:
- Crime and Disorder Act 1998 Section 17 - to consider effects (if any) arising from items on the Agenda.
- Risk Management - to consider effects (if any) arising from decisions taken at the meeting.
