STANDING ORDERS AND FINANCIAL REGULATIONS.
(a) To
adopt new Standing Orders based on the National Association of Local Councils’
Model Standing Orders for Local Councils, 2010 – copy attached.
(b) To adopt new Financial Regulations based on the NALC Model 2 (England) – copy attached.
(c) To adopt a Grant Awarding Policy – copy attached.
Note: The current Standing Orders state that ‘A motion permanently to vary or revoke a standing order shall, when proposed and seconded, stand adjourned without discussion to the next ordinary meeting of the Council’ (para 73).
10.23 PLANNING
(b) To request the parties to St Bede’s106 Agreement dated 13th April 2006 to vary the Agreement so as to include land and buildings subsequently acquired by the School (copy of the existing Agreement attached).
(c) To consider a pre-application consultation by St Bede’s School: Renewal of planning permission WD/2008/2137/FR for the use of the former Wise Coach Depot, Coldharbour Road, Upper Dicker, for car parking, maintenance and associated lighting.
(d) To note the withdrawal of planning application WD/2009/7050/AD: Forest Yard, adjacent Forest Lodge, Abbots Wood, Thornwell Road, Caneheath, Arlington BN26 6SJ. Deer Larder and store.
(e) To consider planning application WD/2010/0100/F: Forest Yard, adjacent Forest Lodge, Abbots Wood, Thornwell Road, Caneheath, Arlington BN26 6SJ. Agricultural/forestry development comprising a self-contained single storey larder on a concrete hardstanding together with a concrete pad frontage and a containerised storage unit. Both proposals are for development reasonably necessary for the purposes of forestry and replace facilities granted under temporary permission WD/2007/0331/F.
(f) To consider planning applicationWD/2010/0150/FR: Bourne Farm, Coldharbour Road, Upper Dicker BN27 3PZ. Retention of part existing pool building, removal of existing roof and replacement with lower roof.
(g) To note planning permission granted by WDC: WD/2009/2480/F: Old Brickyard Cottage, Coldharbour Road, Upper Dicker, nr. Hailsham, BN27 9PZ. Two storey rear addition.
(h) To note Tree Preservation Order confirmed: TPO 2009/0022: trees on land at St Bede’s Senior School, The Dicker, BN27 3QH.
10.24 ADOPTION OF RED TELEPHONE KIOSK
(a) To approve the adoption by Arlington Parish Council of the red BT telephone kiosk outside the Yew Tree Inn, Arlington, for a nominal sum of £1.
(b) To authorise the sealing of an Unmetered Connection Agreement with EDF Energy for the electricity supply to the red telephone kiosk outside the Yew Tree Inn, Arlington.

(a) To approve a bank reconciliation for the period ending 31 January 2010 – attached, with appropriate pages from the Cash Book.
(b) To approve accounts for payment, including precepted donations – list attached.
(c) To approve a precepted grant of £50 to Anchor Staying Put, as s.137 expenditure.
10.26 LARAC
(a) To receive the Minutes of the Leisure and Recreation Advisory Committee meeting held on 2nd February 2010 – attached.
(b) To approve a quotation for works to the reservoir seat (if a second quote has been received).
10.27 VILLAGE MAINTENANCE
To complete a request form for works to be undertaken by ESCC Highways Village Maintenance Teams in 2010 – guidance note attached.
10.28 CONFERENCES
To appoint representatives to attend the following:
(a) East Sussex Rural Forum – 8th March 2010
(b) Walk Wealden Leader Training – 24th March 2010
(c) Action in Rural Sussex, Village Hall Workshop – 24th March 2010
10.29 ITEMS OF INFORMATION – for noting or inclusion on a future agenda.
(a) The Parish Council will bring forward a motion regarding the future of the Parish Plan.
(b) The Parish Council will bring forward a motion regarding the improvement of local recycling facilities.
(c) It will be necessary to hold a short Extraordinary Meeting of the Parish Council immediately after the Annual Parish Meeting in April to cover essential business.
