Minutes of an Extraordinary Meeting of Arlington Parish Council held in Upper Dicker Village Hall on Thursday 15th April 2010, immediately following the Annual Parish Meeting (Paragraphs 10.46 – 10.53)

 

PRESENT: Councillors Mike Garner (in the Chair), John Ballard, Paula Ertl, Doreen Goodchild, Carolyn McCutchan and Helen Proctor.

 

In attendance: Katrina Larkin (Clerk); District Councillor David White.

 

10.46 APOLOGIES FOR ABSENCE were received from Cllr Dickie, and accepted.

10.47 DECLARATIONS OF INTEREST. There were none.

 

10.48 REPORT FROM DISTRICT COUNCILLOR. District Councillor White (and Cllr Blake) had already reported to the Annual Parish Meeting in written form, but briefly drew attention to the findings of the SHLAA and Housing Needs Survey. The former had identified one suitable site in Arlington, although the latter had apparently concluded that nothing was currently needed in Arlington.

 

10.49 ADOPTION OF RED TELEPHONE KIOSK.

A revised form of agreement had been received for the purchase of the red telephone kiosk 01323 870401 (outside the Yew Tree Inn, Arlington) from British Telecommunications plc for the sum of £1.

BT had now agreed to remain responsible for the supply of electricity to the kiosk to power a single light bulb after the box had been decommissioned and the telephony equipment removed, though this arrangement would not last indefinitely. It was resolved that the Agreement should be signed. The Chairman and Vice-Chairman signed on behalf of the Council.

 

10.50 PLANNING

(a) The Council took note of the following planning permissions which had been granted by WDC:

      WD/2009/1846/F. Robin Post Stables, Arlington Road West, Hailsham BN27 3RA. Erection of bungalow for use in association with equine business.

WD/2010/0100/F. Forest Yard, adjacent Forest Lodge, Abbots Wood, Caneheath, Arlington BN26 6SJ. Agricultural/forestry development comprising a self-contained single storey larder on a concrete hardstanding together with a concrete pad frontage and a containerised storage unit. Both proposals are for development reasonably necessary for the pruposes of forestry and replace facilities granted under temporary permission WD/2007/0331/F.

 

(b) The Council also took note that WDC had refused planning permission for the following:

WD/2010/0150/FR. Bourne Farm, Coldharbour Road, Upper Dicker BN27 3PZ. Retention of part existing pool building, removal of existing roof and replacement with lower roof.

 

10.51 FINANCE

The Council took note of the draft end-of-year bank reconciliation which would be forwarded to the Internal Auditor for approval. It was further resolved that the following accounts should be approved for payment:

The Council considered appropriate insurance for the red telephone kiosk, on the basis that insurance against property damage would cost £13.86 per annum per £1000 of cover, and other parishes had insured their boxes for sums ranging from £250 to £6000. In view of the expense of the cover and the location of the box in a very public place it was thought unlikely that the box would suffer deliberate damage, and it was resolved that the kiosk need not be insured against property damage. The Council’s insurance cover would come up for renewal on 1st June. The Clerk was requested to seek alternative quotes for comparison with Allianz Cornhill.

            Wickstreet: The Council resolved to approve an additional expenditure of £215.06 on the Wickstreet hamlet signs (£500 already approved), to cover the revised cost advised by East Sussex Highways. The Clerk would write to Ian Johnson to confirm this. It was expected that Highways would finance the replacement of the catseyes.

            Active Play: The Council resolved to finance the hire of Arlington Village Hall and/or Upper Dicker Village Hall for free Active Play sessions in the May half-term week. The organisers should be requested to bring the mobile skate park if possible.

 

10.52 ITEMS OF INFORMATION

It was reported that Park Mead School currently had a temporary Head, and was advertising for a permanent replacement.

 

10.53 DATE OF NEXT MEETING

The Annual Parish Council Meeting would be held on Thursday 20th May at 7.30 pm in Arlington Village Hall.

 

The meeting closed at 9.15 pm.
