Minutes of Arlington Parish Council Meeting held in the Upper Dicker Hall at 7.30 p m on Thursday 13th March 2008. (Paras 08.21)

 

PRESENT: Councillors; John Turton (Chairman), Paula Ertl, Michael Garner, Doreen Goodchild, Carolyn McCutchan & Helen Proctor.

08.24 MINUTES OF THE PREVIOUS MEETINGS. The Minutes of the meeting held on 14th February 2008 were accepted and adopted and signed by the chairman.

Upper Dicker Post Office Closure

 

The Clerk informed Council that she had received replies from:-

Council was informed that the Post Office was closing from 13 March 2008. Cllr John  Garvican informed the meeting that he asked a question of the Leader of East Sussex County Council requesting him to investigate Essex County Council taking over some of the closed post offices in their County. The Chief Executive is to ask for a copy of their business model. Cllr D White reported that he is still awaiting a response regarding who will take over the franchise at Golden Cross. He said that Action in Rural Sussex was still looking into the closure of rural post offices and the cost of taking them over. The Clerk will contact AIRS for some further information.

 

Cllr John Turton reported that St Bede’s had lodge an appeal against the decision of East Sussex County Council to refuse the storage of topsoil.

 

 

Traffic Calming Upper Dicker

 

Michael Oates explained to those present the history as to why Upper Dicker was to have the speed limits decreased and traffic calming measure installed.

 

Michael Higgs then presented the draft proposed plans – any scheme would have to safety audited prior to installed or completion. The draft plans had been compiled in conjunction with the Police who had approved of the draft scheme. The proposals include lowering of the 40mph to 30mph through the village with a gateway feature of red  road roundels and signage with a 30mph SID by the Recreation Ground and the same the other end of the village and a 30mph SID by Highbarn.

would have a 30mph gateway and so would
Michelham Priory Road
before Park  Mead  School. Buffer zones from 60mph – 40mph would be set up on these roads. The central white line would be removed and cats eyes would be sited at the sides of the road. There would be new signs for the school. Cllr John Turton asked if they had been any progress on ideas which had been previously discussed with Ian Johnson of highways which included a centre line on the sharp bend by Michelham Priory Road bridge.Cllr D goodchild felt that it would be better if the 30mph speed limit here started prior to the bridge. A layby for Park Mead School had been discussed with St Bede’s School – Mr M Oates felt that this initiative had now been lost as St Bede’s seemed not to be willing to give over the amount of land that would be required and it was also felt that the parked cars acted as a natural speed deterrent. Depending on the appeal on the planning permission for the Sports Fields St Bede’s would be asked as part of that permission to install a safe crossing point this could be used by Park Mead children as well. Council felt a gateway similar to those at Polegate would be a welcome addition to the scheme – Mr Oates and Mr Higgs would look at the width of the verges to see if this was at all possible. Physical gateways with pinch points do require highway lighting and this was not felt to be suitable for Upper Dicker. Mr Oates/Mr Higgs informed Council that the scheme once installed would be re-evaluated – with a new speed survey after 6 months with the accident statistics being looked at again after 3 years. The comments made by both Council and residents would be taken on board and further draft plans would be displayed at the Annual Parish Meeting on 24 April 2008 which Michael Higgs would attend.

 

 

08.26 ADJOURNMENT FOR PUBLIC PARTICIPATION. 

 

Mr Albert Warren asked for permission to place a noticeboard for the Dicker Residents Association on the garden behind the car park at the village shop. He had produced a drawing for Council to study. Cllr J Turton informed him that Council would make a decision in due course.  Clerk expressed concern over insurance for this noticeboard.

 

 

Cllr D White reported that the Robin Post Stables Arlington Road West had been refused by Wealden District Council.

He had been asked to join the consultation panel who would be discussion on the Hailsham/Eastbourne Traingle with the consultants who had been appointed to look at this area – Capita Symonds.

Response to the Parish from WDC

 

The comments of the Parish Council have been carefully considered but it is considered that the application does not constitute overdevelopment as an existing flat roof extension at the rear of the property will be utilized thereby minimizing the increase in floor area from that of the existing property. It is also noted that the location of the extension at the rear of the property greatly reduces its prominence within the street scene. The proposal will remove the flat roof element from the rear of the property which currently detracts from the setting of the property and the area.

 Planning Information

 

 

TQ574103 - A pile of approximately 50 tyres have been dumped on the route of
the

Weald Way
in the field just east of Chichely Farm.  At the edge of the
same field is an accumulation of old machinery and rubbish and near the wood, two small piles of waste soil

 

Ashley Wynn WDC is writing to the landowner to ask his purpose for these tyres etc and Sara Iles

 

ESCC(01273 481631 sarah.iles@eastsussex.gov.uk) is visiting with a colleague next week to have a look at the site etc as ESCC have responsibility for waste management.

Annual Parish Meeting

 

Members finalised arrangements for this meeting and it was agreed that after the chairman’s welcome and report, then Highways would present the draft traffic calming plans followed by the Arlington Parish Plan presentation. The April newsletter which just be a reminder to residents of the Annual Parish Meeting.

 

September Meeting

 

Members agreed to move the September Meeting to 4th September at Arlington.
