ARLINGTON PARISH PLAN

 

 

The Arlington Parish Plan consultation Questionnaire is being distributed to every household in the parish by the beginning of October to be collected in mid-October 2007. Have your say. Make sure your voice is heard & make the voice of our community heard by local, regional and national government.

 

 

The Questionnaire has become even more important as parish members grapple with the proposals from Wealden District Council for future development in and around our parish. OPTIONS AND ISSUES

 

The Parish Council’s comments on the questions which were asked by Wealden District Council were as follows:-

 

The Parish Council agreed with the following questions:-

 

 

Some development should be allowed in High Weald Area of Outstanding Natural beauty

 

New developments should generate at least 20% of their energy from renewable energy sources.

 

Land allocated for employment purposes but undeveloped should be allowed to be used for mixed use.

 

Existing employment land should

 

Be protected.

 

New business development focus should be on small/medium size business space and general

 

industrial premises in suitable locations

 

Housing developments should be balanced with an appropriate level of new business development.

 

 

 

 

 

Hailsham/Eastbourne Triangle

 

The Council agreed that there should be some new

 

employment/business development around the area

 

north east of Polegate South A27(T).

 

They also felt that settlement boundaries could be expanded where needed to allow for

 

necessary growth and that there

 

should be a policy which allows

 

for small scale development outside settlement boundaries subject to strict criteria. 70% of any planned growth should be focussed around towns with the remainder distributed to villages.

 

The Council agreed that settlements should be classified on their services and accessibility – the majority of development taking place in villages with growth potential and less in other categorised villages. They also agreed with the policy that restricts the change of use of village services. (e.g. shops, pubs etc)

 

The Council agreed that housing allocations of 30+ houses in or on the edge of a town and 15+ dwellings in or on the edge of village was correct.

 

The Council disagreed with any further development around Hailsham and disagreed with the spatial objectives for this area.

 

They agreed that the following areas in around Polegate/Willingdon might be suitable for further development:-

 

Area to the North East of Cophall - Polegate

 

Area North East of Polegate-South of Polegate Bypass.

 

Area North of

Dittons Road
Polegate

 

Area between Lower Willingdon and Polegate.

 

Polegate  Town Centre and Station Opportunity Area.

 

The Parish Council agreed that

 

they did not want to see a new settlement being created any where within the District but agreed that ‘pepperpot’ development around the District was a more favourable option.

 

Arlington Parish Council considered that between 25 -30 new houses – a balance between low cost market housing and affordable housing could be sustained in Upper Dicker. Any new development should be targeted to benefit existing residents and their offspring.

 

Arlington Parish Council also consider that Arlington  Village could also sustain a small increase of low cost market housing benefiting existing residents and their offspring. This could be achieved through in filling.

 

The Council agreed that housing should be in the form of small dwellings (flats and terraced housing) but they disagreed with sites in rural locations just being solely for affordable housing. The Council agreed that the rural exceptions policy should be maintained and that ancillary dwellings for elderly/disabled relatives or carers should be allowed and ancillary dwellings to businesses providing key rural services should be permitted if appropriate controls are in place.

 

The Parish Council agreed that travellers sites should be focused in the north of the District ( there is evidence this is where the need is greater). The Parish agreed that development should be located where it might improve the viability of bus services to and between towns. They agreed that the Lewes/Uckfield/Tunbridge Wells train service should be a long term priority of any plan but did not agree with a parkway station at Polegate or the duelling of the A27 due to its impact on the South Downs. They agreed that park & ride facilities should be provided by Wealden to serve either Tunbridge Wells or Eastbourne.

 

The Parish Council agreed that any plan should include proposals for quality parks for each of the towns at locations to meet local deficiencies and that developer

 

Contributions should be secured for recreational facilities to meet local standards. They also agreed that recreational facilities should be protected unless equally suitable replacement provision is made. The Council agreed that developers should proceed with the development once permission was granted.

 

The Parish Council made the following additional comments:-

 

It is vitally important to maintain the existing characteristics of the Wealden villages and towns. The local landscape features and environment should be preserved whenever possible and there is a

 

need to try and encourage as much housing as possible for local people in rural areas.

 

Other Comments

 

Arlington Parish Council would like to see the Cuckmere  River  Valley -from Michelham Priory to the sea – protected in order to preserve its unique characteristics.

 

Arlington Parish Council is of the opinion that any monies generated from 106 Agreements should stay the area or locality in which it was generated for the improvement of local amenities/infrastructure.
